AFFORDABLE, WORKING TRANSIT

SEPTA is the circulatory system of our region and it's hemorrhaging. Cuts to frequency, aging infrastructure, and fare hikes fall hardest on the people who have no alternative: workers, students, elderly residents, and anyone without a car. Leo will co-sponsor the Transit for All PA package, which commits $700 million annually to SEPTA through modest fees on car rentals, leases, and ride-shares. Not by raising fares on the riders who can least afford it. The logic is simple: the people most dependent on transit are the people least able to pay more for it.

This is also an economic argument. A worker who can't get to their job reliably and a student who misses class because the train didn't come aren't individual failures. They're policy failures. Transit is infrastructure, and infrastructure is investment.

ISSUE 02 - REPRODUCTIVE FREEDOMS

THE STATE HAS NO PLACE IN THE DOCTOR'S OFFICE.

Leo refuses to fight Pennsylvania's abortion battle on the back foot. He supports Representative Daley's reproductive freedoms package (House Bills 1640, 1641, 1643, and 1644) which would codify abortion access, protect IVF, and ensure contraception remains legal in Pennsylvania regardless of what happens at the federal level. 

We must expand access to abortion, contraception, and in vitro fertilization so that care is affordable, timely, and available in every community. And we must hold health insurance companies accountable when they lobby to restrict access and turn personal healthcare decisions into political theater.

ISSUE 03 - PUBLIC SCHOOLS

Pennsylvania courts ruled the school funding system unconstitutional in the William Penn v. PA Department of Education decision. The legislature shrugged. Leo supports comprehensive tax reform to bring Pennsylvania into constitutional compliance - progressive tax.

The mechanism matters. This isn't about raising everyone's taxes but about shifting the burden from property taxes onto ultra-wealthy individuals and corporations, closing corporate loopholes, and ensuring that what a child gets in the classroom is not determined by the assessed value of their neighbor's home. Tax wealth, not work.

ISSUE 04 - DEMOCRACY REFORM

VOTERS SHOULD DECIDE. NOT BACKROOM DEALS.

Leo called for on the local party to support an open primary because the voters of the 148th District should choose their representative, not a committee of party insiders. Leo is proud to say that he is not, and was not, a wannabe machine candidate.

 

This isn't anti-party. Leo is a proud Democrat. But democratic participation can't stop at the general election. If we're serious about building confidence in democratic institutions, we have to start by trusting the people those institutions are supposed to serve. It's the same reason why, unlike other candidates, Leo has not accepted any PAC funding. He has the largest grassroots operation in the race.

PROUDLY CARD-CARRYING.

Leo has sat across the negotiating table from union-busting lawyers. He knows what it looks and feels like when bad-faith actors use power imbalances to strip dignity from workers. Having been a union organizer and card-carrying member of the first student union at the University of Pennsylvania, Leo understands why worker solidarity matters. This isn't a position he adopted for a campaign. It's a fight he was already in.

In Harrisburg, Leo will be a loud, Democratic-backed voice for union workers, fighting right-to-work attacks, supporting organizing rights, and making sure labor has a seat at every table where economic decisions are made.

Leo believes in the power of technology. He spent two years researching AI's environmental impact in a partnership with the International Telecommunication Union, a United Nations agency, and helped draft international AI environmental legislation. He understands the technical reality of these systems. That's exactly why Leo takes the risks seriously. AI is not neutral. 

The threats are three. First, children: AI-generated deepfake imagery is being weaponized against minors, and existing protections are woefully inadequate. Second, democracy: AI makes election manipulation cheaper and more accessible than ever before. Third, the planet: massive, energy-intensive data centers are placing enormous strain on our power grids and water supplies.
